Ameagiza Wizara na Mamlaka za Maji zijielekeze kwenye ujenzi wa miradi mikubwa ya kimkakati ikiwemo mabwawa ya kuvuna maji ya mvua katika maeneo yasiyo na vyanzo vya maji vya uhakika na kusisitiza kuwa suala hilo lisisubiri rasilimali fedha ya kutosha bali waanze kutekeleza na rasimali zitaendekea kuja wakati utekelezaji umeshaanza.
Vilevile ametoa wito kwa mwananchi mmoja mmoja, Taasisi za Serikali, Binafsi, Madhehebu ya Dini na makundi mengine kuweka miundombinu ya kuvuna maji ya Mvua kwenye nyumba zao ili kuimarisha upatikanaji wa maji kutokana na mvua zinavyopatikana.
Akizungumzia hifadhi na utunzaji wa mazingira, Dkt. Biteko amewataka Wananchi wajitokeze kutoa maoni katika mkakati wa hifadhi vyanzo vya maji wakati huu Serikali ikiendelea na utayarishaji wa Dira ya Taifa ya Mwaka 2050 ili suala la hifadhi za vyanzo vya maji lipewe kipaumbe kinachostahili.
Aidha ameagiza Bodi za Maji na Baraza la Taifa la Uhifadhi na Usimamizi wa Mazingira (NEMC) kuongeza jitihada za kudhibiti uchafuzi wa mazingira na hata wawekezaji wanapokuja nchini lazima wazingatie utunzaji wa mazingira ili yasiathirike.
Katika hatua nyingine, Dkt. Biteko amezishukuru Sekta Binafsi na Wadau wa Maendeleo kwa ushirikiano wanaoutoa kwa Serikali katika Sekta ya Maji na kuwaasa kuendelea kukuza ushirikiano ili kuwasambazia wananchi maji kwani bado kuna kazi kubwa ya kuwapelekea wananchi Maji.
Vilevile ameitaka Wizara ya Maji kusimamia kikamilifu maeneo yote yenye vyanzo vya maji, kujengea uwezo wataalam wake katika kuandaa maandiko ya maji yatakayowezesha kupata fedha zaidi za mabadiliko ya tabia nchi zitakazosaidia kupata fedha za utunzaji wa mazingira na pia Sekta zinazohusiana na maji zishirikikine kwa karibu katika usimamizi na si kila mtu kuwa na sheria yake hali inayoleta ukinzani katika utendaji wa kazi.
Kuhusu mpango uliopo wa uhifadhi wa vidakio vya maji ambao gharama yake ya utekelezaji ni shilingi bilioni 875 ambazo zinapaswa kutoka Sekta mbalimbali, Dkt. Biteko ameagiza Wizara ya Maji kutenga fedha kwenye bajeti yake ili kuhakikisha kuwa mpango huo unatekelezeka.
Amesema vyanzo vingi vya maji vimeharibika na vingine vinaendelea kuvamiwa hivyo Siku ya kilele cha Wiki ya Maji kila mtu ajitathmini na kuchukua hatua kuhusu juhudi zinazowekwa kwenye utunzaji wa mazingira ili vizazi vinavyokuja vikute mazingira yaliyo salama.
