Waziri wa Nchi Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) Mhe. Angela Kairuki akizungumza katika hafla ya utiaji saini mikataba ya ujenzi na usimamizi baina ya TARURA na wakandarasi wa ujenzi huo wa mradi wa RISE
Wananchi katika Mikoa ya Iringa, Tanga, Lindi na Geita wanatarajiwa kunufaika na Mradi wa Uboreshaji wa Barabara Vijijini kwa Ushirikishaji wa Jamii na Ufunguaji wa Fursa za Kijamii na kiuchumi (RISE), ambapo zaidi ya shilingi bilioni 822 zitatumika kuboresha miundombinu ya barabara vijijini.
Akizungumza katika hafla ya utiaji saini mikataba ya ujenzi na usimamizi baina ya TARURA na wakandarasi wa ujenzi na usimamizi wa mradi wa RISE iliyofanyika mkoani Iringa, waziri wa Nchi Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) Mhe. Angela Kairuki (Mb), amesema kuwa Mradi huo wa RISE unaenda kuwakomboa wananchi hasa waishio vijijini kwa kuwafungulia fursa za kijamii na kiuchumi.
“Asilimia kubwa ya watanzania tunaishi vijijini na ndiyo kwenye changamoto kubwa sana za miundombinu ambapo zilikuwa zinaleta athari kubwa sana za kiuchumi na kijamii ikiwemo kukosa huduma za msingi za kijamii na kuchangia umaskini. Tumeshuhudia mazao yakiozea mashambani na mengine barabarani. Mradi huu sasa unaenda kuleta taswira mpya kabisa kwa maeneo hayo ya vijijini, na nimefurahia zaidi kuona sasa mradi huu unaenda kugusa mazao ya chai, matunda kama parachichi na mazao ya misitu na ndiyo maana uliasisiwa,” alisema Mhe. Kairuki.
Aidha Mhe. Kairuki alisema kuwa Serikali ya Awamu ya Sita kupitia TARURA imekuwa ikifanya jitihada za dhati kuhakikisha kuwa inaboresha barabara za vijijini ili ziweze kupitika muda wote wa mwaka na ndiyo maana tangu Mhe. Dkt. Samia Suluhu Hassan aingie madarakani bajeti ya TARURA imeongezeka kwa takribani mara tatu tokea bilioni 200 mwaka 2021 hadi bilioni 836 kwa mwaka 2023/2024.
“TARURA sasa mjipange kikamilifu na mhakikishe kuwa mnasimamia wakandarasi kwa karibu ili kazi zifanyika kwa ubora wa hali ya juu na kwa wakati ili kufikia malengo yanayotarajiwa. Pia mhakikishe wananchi wanapewa fidia stahiki na kwa wakati,” alisema Mhe. Kairuki.

Kwa upande wake Mtendaji mkuu wa TARURA Mhandisi Victor Seff amesema kuwa lengo la mradi wa RISE ni kuboresha barabara za vijijini, kutoa fursa za ajira kwa wananchi katika maeneo ya vijijini yaliyochaguliwa na kujenga uwezo wa kitaasisi katika usimamizi endelevu wa barabara za vijijini kwa kutumia mbinu za ushirikishwaji wa jamii.
“Mradi huu utashirikisha jamii zinazoishi kandokando ya barabara katika kazi za matengenezo ya kawaida na kupatiwa mafunzo chini ya mradi,” alisema Mhandisi Seff.
Naye Mbunge wa Jimbo la Mafinga Kaskazini Mhe. Exaud Kigahe ambaye pia ni Naibu waziri wa Viwanda na Biashara, ailisema kuwa mradi huu utawanufaisha sana wananchi kwa kuleta uzalishaji wenye tija kwa kuleta unafuu wa kusafirisha pembejeo na mazao kutoka mashambani kwenda viwandani na kwenye masoko.
“Mradi huu pia utavutia wawekezaji kwa sababu ya ubora wa barabara zitakazojengwa, viwanda vingi vitajengwa katika sekta ya misitu na kilimo ikiwa ni pamoja na kuongeza thamani ya mazao. Kwa hakika Mheshimiwa Dkt. Samia Suluhu Hassan tumpe maua yake kwa kutujali na kutukomboa wananchi wa Mtili, Ifwagi na Wenda-Mgamakwani kwa mara ya kwanza tunaenda kupata lami,” alisema Mhe. Kigahe.
Mradi huu wa RISE unatarajiwa kujenga kwa kiwango cha lami kilometa 535 za barabara vijijini ambapo kilometa 400 zitajengwa na TARURA na kilometa 135 zitajengwa na TANROAD katika wilaya za Iringa, Mufindi na Kilolo mkoani Iringa; wilaya ya Handeini mkoani Tanga; wilaya ya Mbogwe mkoani Geita; na wilaya ya Ruangwa mkoani Lindi.
